STATE POLICY PRIORITIES IN THE DEVELOPMENT OF CONTINUOUS EDUCATION OF ADULTS IN RUSSIAN FEDERATION
Abstract
The development of continuous education for adults in the Russian Federation is declared by the state and society as a must, which proves the relevance of the research. The draft Concept of continuous education system for adult learners reflecting the priorities of state policy in this sphere and describing the ways to improve the existing system is presented. The creation of a lifelong education system offered in the draft Concept covers formal, non-formal and informal education interconnected with each other. The functions of a continuous education of adults are identified and characterized, namely, professional, social, and personal functions. The main property of the system for continuous education for adults is providing sustainable and effective development of human capital as well as social and economic development of the Russian Federation as a whole.
