GRAIN QUALITY CONTROL AS A FACTOR OF SOLVING THE PROBLEM OF FOOD SECURITY IN THE RUSSIAN FEDERATION: REGULATORY AND LEGAL ASPECTS
Abstract
Food safety today remains one of the main problems of mankind, as it determines the health of
the nation, its development and well-being. Grain is a strategic type of food, both in Russia and
abroad, its quality is an important and mandatory object of state regulation and control. To ensure
the safety of grain supplied for food purposes and released into circulation in the common customs
territory of the Customs Union, it is established that grain can be produced only if it meets the requirements
of the technical regulations of the Customs Union TR CU 015/2011 “On grain safety”,
and therefore underwent the necessary procedures for assessing compliance. Moreover, each batch
of delivered grain at its release into circulation must be accompanied by shipping documents with
information about the Declaration of compliance with the requirements of the current technical regulations.
Thus, the declaring of grain today is an obligatory step of confirmation of compliance. Since
TR CU 015/2011 “On the safety of grain” sets the minimum safety requirements, so the declaring
can be used by the manufacturer as one of the effective tools to ensure the safety of products. This
conformity assessment procedure ensures the free movement of grain in the common customs territory
of the Customs Union. Peculiarities of work organization conducted by the participants of the
conformity declaring are governed in the Russian Federation by the national standard GOST P
56015-2014 “Conformity Assessment. The procedure for binding confirmation of products conformity
to the technical regulations of the Customs Union “On grain safety”. It implements the provisions
of the technical regulations of the Customs Union “On grain safety” and presents in detail
the procedure of conformity assessment. This article is devoted to the study of modern approaches to
the organization and conduct of declaring as a modern form of ensuring the safety of grain released
into circulation in the common customs territory of the Customs Union.
