CREATION OF THE DIGITAL TECHNOLOGIES BY USING PUBLIC-PRIVATE PARTNERSHIP: THE BRICS EXPERIENCE

Abstract

The article is devoted to the issues of creating digital technologies in the framework of public-private partnership projects. The legislation and law enforcement practice of the BRICS countries and the EU regarding the creation of innovations in the framework of legal forms of public-private partnership are analyzed. The problems of legislation on public-private partnership in Russia are identified, it is concluded that within the current edition of the Federal Law "On Public-Private Partnership" it is not possible to create objects of innovation, with the exception of information technology objects. It was proposed to expand the list of objects of an agreement on a public-private (municipal-private) partnership by including the above-mentioned objects. The conclusion is made about the need to transform the legislation on public-private partnership in order to create breakthrough digital technologies and establish a new economic structure.
