ON THE PROBLEM OF THE ESSENCE OF THE MODERN RUSSIAN STATE: ADMINISTRATIVE-BUDGETARY APPROACH

Abstract

The author of the article proposes to consider the issue of the essence of the modern Russian state through a comparative analysis of the administrative-legal, budget-legal and civil-legal regulation of relations with the participation of state (municipal) state, budget and autonomous institutions that carry out managerial and socio-cultural functions of the state. Based on the results of the analysis, it is concluded that from the position of the proposed approach, in the essence of the modern Russian state, the police component prevails over the social one, since only the institutions that perform primarily police functions are fully funded. The author formulates proposals for improving the system of budget support for organizations implementing the basic functions of the state.
