SYSTEM OF STATE ADMINISTRATION IN THE FIELD OF INTELLECTUAL PROPERTY

Abstract

The modern system of state administration in the field of intellectual property is
analyzed in the article. The analysis of powers of federal executive bodies in the field of
intellectual property indicates at the extreme fragmentarity, lack of coordination and
narrow orientation on the management of certain issues in the field of intellectual property.
The powers of formation of public policy in the field of intellectual property in full
are not assigned to any of public authorities. The co-ordination of activity in the field of
intellectual property of these authorities is not foreseen too. Powers concerning the regulation
of relations in the field of intellectual property, as well as the realization of legally
significant actions in this sphere are assigned to different federal executive bodies and
divided between them by the types of the objects of intellectual property and by the
sphere of their usage. The author supposes that today it is necessity to reform the system
of state administration in the field of intellectual property and create the centralized
regulatory body and control all objects of intellectual property in the Russian Federation.
