METHODS OF DISCIPLINE INFLUENCE IN THE PERSONNEL POLICY OF THE ALL-UNION COMMUNIST PARTY OF BOLSHEVIKS (VKP (b))

Abstract

In this article the author examines very specific methods of discipline influence, aimed
at improvement of the state apparatus personnel so called «purge», used by the ruling party
in the 1920-ss. Special attention is paid to the evolution and features of «purge» application,
as a method of personnel management of the Ural law enforcement agency. The author
shows that at the beginning of such campaigns the purge was local, but since 1923 it
has become centralized and widespread. The author analyzes the secret circulars of the
Central Committee of the All-Union Communist Party of Bolsheviks (VKP (b)), and defines
the criteria of «purge». The author identifies three main categories of persons, who
were dismissed during the «purge». The article provides a concrete factual material showing
the results of these campaigns in the Urals.
