WORD GLOBAL SYSTEM CRISIS AND MAIN IDEALS OF LOCAL SELF-GOVERNMENT

Abstract

In the article world experience of standard fixing of ideals of local self-government is
generalized, the conceptual development of the main regulatory documents fixing ideals o
modern Russian and European systems of local self-government under world global system
crisis affecting conceptual and ideological bases of all spheres of a modern world order is
considered. The author analyzes a condition of local self-government systems in the Czech
Republic, Germany, France, Great Britain, the USA, Australia, Poland. Key problems in im
plementation of local self-government in the specified countries are defined. Comparative
research of ideal forms on which achievement the European Charter of local government and
the Constitution of the Russian Federation are oriented is conducted. On the basis of research
the author comes to a conclusion that at present in the legal system of the Russian Federation
the movement to the universal self-administrative ideals assuming embedding of system o
local self-government in the uniform mechanism of the public power assuming existence o
the real legal mechanisms providing as responsibility of system of the government for reali
zation of all public and imperious questions in the territory of the state, and effective mechan
isms of ensuring realization of the tasks assigned.
