ON LEGITIMATION OF MAJOR STATE-OWNED PROPERTIES OF THE RUSSIAN FEDERATION TRANSFERRED TO PRIVATE SECTOR

Abstract

The article treats reasons which imply the necessity to perform legitimation of privatized
major state-owned properties received by the way of shares-for-loans auctions, voucher
privatization, illegal takeovers. The author dwells on the option of legitimation of such properties
by compensatory collateral. In the author’s reasonable opinion new wide wave of privatization
of state-owned properties of the Russian Federation makes no economic sense.

Drawing upon the provision “Strategy of National security of the Russian Federation
before 2020” which sets forth the decile ratio as one of the major characteristics of national
security and in the light of the increasing value of decile ratio the author treats this tendency
as a threat to national security of the Russian Federation. The questionable legitimacy of
large private property, obtained in the course of privatization of the nineties, has been designated
as a reason of high decile ratio.
