PROBLEMS OF DEVELOPMENT OF INTOLERANCE TOWARDS CORRUPT BEHAVIOR IN DIRECTIVES OF THE PLENUM OF THE SUPREME COURT OF THE RUSSIAN FEDERATION

Abstract

In the paper it is stated that the directives of the Plenum of Supreme Court are the
means of legal education of the citizens, which may also influence the development of intolerance
towards corrupt behavior. The problem is that the Plenum of the Supreme Court
denying «material support» elements of bribery in the actions of the person conceals the
presence of possible signs of any other offenses in the action. To increase the efficiency of
these explanations, law enforcer is recommended to give criminal classification of actions
by the so-called «sponsors», who are direct participants of corruption crimes that have «financial
assistance» to the state authority and, therefore, are able to take advantage of the
officer’s position or authority illegally to solve personal problems.
