POWER FUNCTION OF THE STATE

Abstract

The article is devoted to research of the problem of allocation power function of the
state among other economic functions. This function of the state includes provision of
trouble-free operation of power systems today and creation of programs for power systems
development in future, creation of energy markets, legal regulation of the relations between
the subjects of the market, price control, provision availability of goods and services of
energy market. This function is expressed in legislative, executive and law-enforcement
forms.
The authors describe principles of legal regulation of the relations between the subjects
of energy market, characteristics and features legal acts of power industry. The authors
point out that current legislation in the sphere of power industry is closely connected with
the features of the branch functioning, that is the reason for its difficult comprehension by
the lawyers.
