LOCAL REGULATION IN HIGHER EDUCATION
Abstract
The authors analyze the current state of local regulation in the field of
higher education in Russia. Local regulations may more or less fill gaps in
legislation and implement primary legal regulation in the absence of the
corresponding parent regulations.
Acts of local regulation allow educational institutions to use their inner
potential: with the increasing autonomy of educational institutions to increase
its responsibility for the quality of educational services, it will contribute to
the implementation of social functions. Here are the basic guarantees of
federal state educational standards, licensing and accreditation requirements,
developed exemplary educational programs. Local acts provide the financial
stability of the structure of the educational institution and its development. In
this case, the role of managers and the ability of the unit to function as a
marketing, planning and economic entity are increased, as it affects the
demand for educational institution at educational market.
It is stated that the educational institution adopts local regulations on the
major issues of the institution and implementation of educational activities,
including regulating the rules for admission of students, classes studying
mode, form, frequency and procedure for monitoring the progress and
interim evaluation of students, suspension and termination of relations
between educational institutions and students and / or parents (legal
representatives) of underage students.
The article concludes that the development of local regulations in higher
education can and should be conducted on an integrated basis in accordance
with legislation taking into account the organizational and economic
problems solved by the higher education institution.
