PUBLIC SERVICE IN THE RUSSIAN FEDERATION: ON THE CONTENT AND ROLE IN THE SYSTEM OF THE STATE APPARATUS

Abstract

The article covers the problem of legal understanding of international concept of public service, combining state service and service in the municipal entities in the Russian law. Up to the present the concepts of «public administration», «public service» and «public authorities» are quite rare in the statutory documents of the Russian Federation, while the understanding of the necessity of public functioning of the authorities is growing in the Russian science and political legal practice. The author comes to the conclusion that there is a need to make the notion of a public service with a legislatively fixed status.
