Abstract

The article is focused on the analysis of the concept, causes, current and state, fundamental
characteristics of emergence and evolution of the organized crime in the Russian Federation.
There is an assessment of effectiveness of common and specially-criminological measures
against this phenomenon and prospectives of stabilizing the situation. Unfortunately the state
has not formulated a coherent organized crime fighting strategy yet. It has failed to address the
wide range of challenges presented by the organized crime through efficient law enforcement
efforts. Official corruption remains rampant. The witness protection programs are completely
inadequate to respond to the extent of the problem. The penetration of criminals into governmental
structures has a corrosive effect on citizens’ perceptions of positive perspectives. All
these define the genesis of the contemporary conditions and dynamics of the development of
the organized crime. In the present article the author considered all of the above specified features
as much as it was possible.
