ON FORMATION OF DISCIPLINARY RELATIONS IN THE SOVIET POLICE

Abstract

The article is devoted to the study of the origins of the disciplinary proceedings in
domestic law-enforcement bodies. The author researches the relevant legal relationship
from the standpoint of historical development to clarify the legal nature of the disciplinary
proceedings. The analysis of the legislation about the organization of police linked
to the study of formation of administrative proceedings, as evidenced by the Disciplinary
Regulations. The article defines the stages of formation of legal framework for disciplinary
bodies of internal affairs of Russia. Particular emphasis is placed on the evolution
of the legal framework of disciplinary proceedings in Soviet Russia. The author detects
the complication of the content of disciplinary regulations of police, reveals changes in
the conceptual apparatus.
