THE TENDENCY OF CHANGES IN THE PERSONNEL OF THE INVESTIGATIVE BRANCH OF THE USSR IN THE CONTEXT OF A NEW ECONOMIC POLICY

Abstract

The article is focused on the analysis of the influence of a new economic policy on
changes of the ruling party’s approach to the recruitment of investigators. The party
affiliation and a worker-peasant origin were the main requirements for the selection of
investigators in the Soviet era. Education and professional skills played a secondary
role. The author analyzes the implementation of principles of the personnel policy of the
All-Union Communist Party Bolsheviks (VKP (b) ) relying on a significant archive material,
which enabled to trace changes in the investigative personnel in dynamics and in
comparison of data in the Urals with All-Union’s information. The analysis of a qualitative
composition of the different categories of investigators (senior and public investigators)
is an advantage of the article. The author clearly demonstrates the consequences of
implementation of the party principle of the personnel formation. Also, the author tries
to create a social portrait of the investigator.
