THE AVAILABILITY OF ELECTRONIC INFORMATION RESOURCES FOR PERSONS WITH IMPAIRED VISION

Abstract

In the modern world the ability to access various information resources largely determines
the quality of life. The availability of electronic information resources for different
categories of citizens are not the same. The most disadvantaged in the constitutional
rights to the collection and use of information is a category of users with severe vision impairments. The article analyzes a number of normative legal acts of the Russian Federation

governing this issue. Provides a General assessment of the information environment in
the context of its accessibility for users with visual impairments. We considered two approaches
to solving this problem existing in the world. The conclusion about the applicability
of these approaches in practice in the modern state of Russian law and civil society.
