ON THE ESSENCE AND DYNAMICS OF THE CONSTITUTIONAL LAWMAKING IN THE RUSSIAN FEDERATION

Abstract

The authors formulate the concept of constitutional law-making; generally the essence, the content and structure are revealed starting from the stage of needs in the legal settlement of underlying social relations up to the direct process of adoption of the Constitution and its amendments. In the course of research characteristics of the constitutional law-making of the Russian Federation are identified and analyzed at present stage. A number of disadvantages of the process, including some haste of the legislator in making legislative decisions and lack of awareness of the wider population about the grounds for adjustment of the Basic law of the country, is given.
