EXPERT CERTIFICATION APPLICATION IN PROCEEDINGS OF THE RUSSIAN FEDERATION AND EU STATES

Abstract

The article considers legal basis of work of forensic experts and several provisions for the project of a Federal Law «Forensic expert examination in the Russian Federation». System problems of examination connected with definition of expert qualification at forensic examination are revealed. Different opinions of the scholars given are analyzed as well as the analysis of EU legislation is studied. The authors come to the conclusion of the necessity to use priority expert examination system in the Russian Federation, adoption of regulations in expert certification in branches, regulatory specification of the authorities of institutions providing certification as well as criteria for selection of members of the board to certify forensic experts.
