Abstract

The paper analyzes the main stages and characteristic features of the zemstvo’s activities concerning the solution of the implementation of compulsory education problem in Perm governorate. The
paper describes the difficulties which zemstvos encountered in realizing projects aimed at the implementation of compulsory education. It is shown that, despite some zemstvos’ considerable progress
in this field it turned out to be impossible to resolve the issue of the implementation of compulsory
education in the territory of Perm governorate during the pre-revolutionary period. The research was
based on the materials of zemsky paperwork from the funds the Russian State Historical Archive and
the State Archive of the Perm Region.
