Problems of the organization of targeted social support of the population of Russia in the first years of market reforms (on the example of Ural Federal States)
Abstract
In the article on the example of Ural Federation subjects shows the activity of regional and
municipal social services for the organization of targeted social support of the population in the first
years of market reforms. The focus of the author was aimed at identifying the objective possibility
of the effective protection of socially vulnerable population from the negative impacts of “shock
therapy” on the basis of the principles outlined in the “Concept of social protection of disabled citizens
and families with children” in 1992 Listed the main directions and forms of support, implemented
in practice.
It is shown that attempts to organize targeted social support in the first half – middle of 1990-
ies at the level of the Ural subjects of the Russian Federation faced the problem of mass poverty
and, consequently, the implementation of declared principles of targeted, differentiated approach,
comprehensiveness and accessibility in the circumstances was objectively impossible. The practice
had carried out two poorly compatible forms of support — targeted and categorical.
