Regional leaders : population’s perception of the activities of the governors in the 1990s

Abstract

The article analyzes the letters of residents of the Chelyabinsk region and the Krasnodar Territory
during the period of radical liberal reforms in Russia. Based on the study of these letters, citizens’
notions about the activities of governors of two large regions of Russia are highlighted, judgments
about the quality of the existing system of regional management in 1991-2000s are presented. In
general, the critical attitude of the population to the content and style of management activities in the
regions is quite evident. At the same time, the positive attitude of residents to the governors of these
subjects of the Russian Federation is noted. P. I. Sumin and N.I. Kondratenko, which was associated
with the high personal qualities of managers, their ability to create a workable team, to conduct a
dialogue with society
