Abstract
This article is based on the memoirs of government district commissars (commanders) and it
shows us their reasons of agreements with their work. Too it show us their activities, thoughts about
government, career problems and relations with peasantry. Heterogeneity of list of government district
commissars (commanders) considered. Shortcomings of the status of the government district
commissars (commanders) nobility and dual the relation of public agents to holding this position are
designated. Problems in perception of office tasks and complexity of relationship with colleagues
are revealed. The relation to peasantry problems is described. The main shortcomings of the law on
government district commissars (commanders) are found out. The results of service of authors and
their personal assessment of the got experience are summed up.
