Place of the commissions on affairs of minors and protection of their rights in the course of formation of a state policy concerning children in the Russian Federation in 1994—1999 (On materials of Chelyabinsk region)

Abstract

The purpose of the present article is the assessment of activity of one of the major authorities in
system of prevention of neglect and offenses of minors and protection of their rights — the commissions
on affairs of the minors of Chelyabinsk region taking a key place in the course of formation of
a state policy concerning children in the Russian Federation in the period of 1994—1999.
