Abstract

The article analyses the government activity on protection of historical-cultural
heritage in the RSFSR in 1960—1980s. The basis of practical and scientific methodical
activity concerning historical and cultural monuments included discovery,
survey, state recording, organization of monuments government protection,
preparation of scientific recording documentation including historical, art and
technical information on an object. The author grounds the statement that monuments
protection should be aimed at not only protection of discovered heritage
but also its preparation for functioning in a modern life. In the end of the article
the author makes a conclusion that a formally bureaucratic approach and absence
of wide social support of cultural monuments protection did not allow achieving
essential results in the sphere
