Abstract

The peasant war under the leadership of E. Pugachev had shown the weakness
of public administration of Empire. Having suppressed the riot, conducting
extraordinary proceedings in the South Urals at the same time, the Empress
started reforms. Russian judicial system was modified both in the center and in the
provinces. The lowest legal institutions in districts (uyezd) were primary district
courts. In Chelyabinsk such judicial body was elected in 1782 and functioned as
the need arose. Its jurisdiction involved «supervision over adherence to order,
discipline and moral laws». Chelyabinsk primary district court prior worked till
the Alexander II’s reforms
