Fundamental principles of energy policy
Abstract
The essence of contemporary stage in energoevolution of the humanity resides
in the transition from focus on quantity of energy production and consumption
to quality of energy efficiency, optimization and economy. As the main task of
energy policy, inten-sification of energetics demands significant advances in the
scientific knowledge of the subject. Currently, science has no satisfactory definition
of energy, although some manifesta-tions of this universal property of all material
objects are widely used in manufacturing and daily life. To this day, discussions
about energy are limited to multifaceted dis-course without unifying scientific
theory, whereas various energy problems are solved by technological craftsmanship
of intuitively acting individuals. This discourse treats the central concept of
the theory of energetics, energy itself, mainly from mythological positions. Strictly
materialistic concepts of energy are both extremely rare and inconsistent. The
proposed artical plan aims to advance theory of energy as a con-structive basis of
technological energy development and to facilitate modernization of the energy
policy in accordance with the new methodology.
