Review of the monograph A. V. Suvorova “Development of primary education in the Orenburg and Ufa gubernias (the beginning of XX century — 1914)”
Abstract
In a review of the results of the analysis carried out and the characteristic of the content of a
monograph devoted to the history of the development of the system of primary education in the largest
gubernias as part of the Orenburg educational district (Orenburg and Ufa gubernias) in the beginning
of XX century. and before the First World War. It was emphasized that this is the first comprehensive
study of this problem in the Urals historiography. The characteristic of the source database of the
monograph are given, the degree of scientific study of the topic presented by the author is revealed.
It was emphasized that A.V. Suvorova convincingly demonstrated the need for reforms in the field of
education, gave a detailed analysis of state policy and public initiatives of the transition to universal
primary education, showed that the law of May 3, 1908 contributed to a significant increase in funding
for primary school, the expansion of the school network, the increase in the number of students. Was
noted the desire of the author of the monograph to reveal the regional specificity of education, which
is connected with ethnic peculiarities of the studied provinces. It was indicated that A.V. Suvorova
recreated the social appearance of the teacher, his financial situation and way of life. She revealed
the process of interaction between a teacher, a student and his family in the context of transition to
universal primary education. Attention is drawn to the conclusion of the author of the monograph that
in the Orenburg and Ufa gubernias the reforms in the sphere of education were carried out without
administrative coercion and in the conditions of expanding social initiative.
