Planning of scientific and technological progress: from plan to target programs 1975—1986

Abstract

Researched experience of the planning of scientific and technological progress in the USSR in
1975 -1986 years. In the context of public production problems highlighted creation and development
of scientific forecasting and program-oriented planning methods development school in which
macroeconomic analysis and research of economic processes are combined and summarized in the
whole system of specific national economic research. Revealed the key ideas of academician A. I.
Anchishkin about use of forecasting in the planning of scientific and technological development.
Analyzed organization of works on design and development of a comprehensive program of scientific
and technological progress.
