CONCEPTUAL PROVISIONS OF FORMATION OF TRANSPORT-LOGISTICS SYSTEM IN THE REPUBLIC OF TAJIKISTAN

Abstract

For many years the transport and logistics system of the Republic of Tajikistan has been developing haphazardly, resulting in its discretion and inconsistent elements. The objects of transport and logistics system of the Republic of Tajikistan are characterized by such problems as high wear, low funding, lack of the rate of renewal of fixed assets. All these conditions affect the realization of the transit potential of the country with its unique geographical position negatively. The article analyzes the main conceptual, strategic and policy documents, which address the development of transport-logistic system of the Republic of Tajikistan. The analysis of the main parameters and factors of development of transport system in the Republic of Tajikistan in recent years is given. In particular, the tendencies in the change of the volume and structure of goods transportation, changes in the state financing of the transport sector, parameters for investment support of the studied industry are stated. It is established that the priority of development of transport-logistic system of the country is the realization of transit potential of the Eurasian economic space. The article describes the conceptual provisions of formation of transport-logistics system in the Republic of Tajikistan. It is determined that the formation of the national transport-logistic system of the Republic of Tajikistan should be based on the capacity of the network of transport-logistics centers. The necessity of centralization of the network management of regional transport and logistics centers is proved. The functions of the departments of coordination of the network of transport-logistics centers are proposed. The infrastructure of the model of regional transport and logistics center is given.
