BUILDING AN INFORMATION SUPPORT SYSTEM FOR THE REGIONAL INNOVATIVE ECONOMIC DEVELOPMENT

Abstract

The basic documents determining the concept of information resources and regulating technologies for
their provision and filing are considered in the article. When having a single information space it is possible
to achieve effective control and data acquisition for planning efficient use of the region's resources. The
main factor of the development of regional economy in terms of innovations is building appropriate information
systems of different levels, from the integration of information systems of individual economic entities
to information integration in a single information global network. It is with good reason that today the
state system of scientific and technical information (SSSTI) is known as one of the largest Russian
knowledge resources. It is a collection of research libraries and organizations specializing in the collection
and processing of scientific and technical information. An important part of the system of scientific and
technical information is patent information. Patents are considered as a unique source of technical information
for strategic planning in business. About two thirds of the information disclosed in patents is usually
not published in other sources. The analysis of patent information allows to assess the technical level and
trends in technology development, novelty and level of invention, patentability of developments, verification
of patent clearance, product competitiveness and avoid problems of copyright infringement.
