SOCIAL PARTNERSHIP AS A MECHANISM FOR IMPLEMENTATION OF A NATIONAL MANPOWER POLICY
Abstract
The paper analyses problems arising during the realization of a state manpower policy connected with a
national system of professional qualifications. Institutions of social partnership and organizational and management
structures are the objects of research. The methodological approach used in this study is based on the
differentiation of mechanisms for realization of the national manpower policy in terms of public administration
spheres. It has been shown that the national manpower policy needs mechanisms for nongovernmental
sector, for example, mechanisms of social partnership. The awareness survey of employees and employers in
the Sverdlovsk region was used as the data for a subjective view. The author suggests developing the certification
of professional qualifications for the General Agreement of the Russian Government, Trade Unions
and Unions of National Employers. The article may be interesting for researchers who specialize in labor
economics and human resources management. The research results are useful for elaborating personnel recruiting
systems, systems of competence and qualifications or manpower policy.
