STRATEGIZATSIYA IN THE SYSTEM OF THE PUBLIC PROCUREMENT INSTITUTION IN RUSSIA

Abstract

The paper presents an advanced model of functioning of public procurement as an independent institution. In this regard, the peculiarities of public procurement that determine the building of its control system are proved. Recognizing the agility of the public procurement institution, some shortcomings that prevent its development are highlighted preventively:  bureaucracy, the creation of artificial barriers of entry for contest participants, corruption, unfair competition, changes in contract conditions upon its signing, the weakness of the performance monitoring system and responsibility of violators of public procurement. Today the existence of public procurement institution is inconceivable without strategizing, which is a type of activity connected with the formulation and development of the system development strategies in general, and, therefore, it should take into account the behavior of the integral structural unit (system) and its environment under the influence of various economic disturbances. The point at issue is not about the development of a single strategy, but a variety of supposed ways of development, which could accumulate possible alternatives used in a particular economic situation. Meanwhile, it should be mentioned that the choice of a strategy is able to change the entire system, which is why it is necessary to develop multivariate models that take into account a dynam- ic interaction of all variables. The authors offer to carry out the strategizing by “Price –Quality – Terms” criterion.
