Abstract

In the entire world small business as an economic institution plays an important role in the national
economy. The article deals with the problems of providing small innovative enterprises with resources. The
main factors, impeding the development of small innovative enterprises with their division into internal and
external, are revealed. The needs of each type of resources (information, financial, human and material) at
all stages of the life cycle of small innovative enterprises, starting with a preparation (preplant) stage and finishing
with a stage of sustainable growth or expansion, are identified. The resource requirements depending
on the scope of SIE activities within South Ural State University are examined. The scheme of the innovation
infrastructure of SIE based on higher education institutions using the example of South Ural State
University is drawn. The role of innovation infrastructure of small innovative enterprises in the provision of
small innovation business with resources is considered. The authors have specified main tasks of the innovation
infrastructure in relation to SIE: implementation of information consulting from “investment providers”,
creation of common information space, exchanging information on new scientific developments and
technological solutions between science, business, society and the state. In conclusion, measures to create
favorable conditions of formation and development of small innovative enterprises in the most vulnerable
stages, such as a launch stage and early growth stage, are proposed.
