FORMING OF RANKING FOR UNIVERSITIES

Abstract

The article focuses on the problems of higher education, in particular the existing imbalance between the number of graduated specialists and their relevance to the labour market. Over the last years the youth labour market is characterized by a downtrend. It is caused by limited employment opportunities for young people due to their lower competitiveness compared with other categories of the population. Another negative feature is the imbalance between the structure of specialists turnout in institutions of vocational education and the labour market needs. At present, one may observe a periodic saturation of the labor market with experts of certain profiles and insufficient training for shortage occupations and specialties. The current imbalance between the production of skilled personnel and demand in their services causes the need for finding solutions to these problems. In this regard, in recent years the evaluation
of higher educational institutions, monitoring and surveys are carried out both by public authorities, various independent organizations, and directly by the universities studies are primarily aimed at identifying the existing contradictions and shortcomings in training on
the part of a university, and determining the effectiveness of the university with the possibility of subsequent changes in the educational process.
The article deals with the reasons of such imbalance. The authors suggest methods of eliminating the imbalance by making a ranking of universities, which in turn should affect the strategy of development of an educational institution, become the indicator of education quality for both prospective students and potential employers. Besides, a comparative analysis of the ratings made by various independent agencies is conducted. The system of indicators characterizing the quality of education is proposed.
