Abstract

The urgent task of achieving the technological sovereignty of the Russian Federation cannot be solved without the development of an engineering education system that meets modern requirements, which at this time, having significant shortcomings, does not allow us to fully solve the problems facing it. The purpose of the study was to determine ways and means of overcoming crisis situations in the process of training scientific and technical personnel in Russian regions. According to the authors, it is possible to realize the intended goals through the relationship of higher educational institutions with the modern innovation infrastructure created in the country. The object of the study is the Innovation Science and Technology Center (ISTC). The methodological basis of the study is made up of general scientific methods of deduction and induction, logical, statistical and comparative analysis. The paper considers legal and practical prerequisites for establishing connections between the centers being created and regional universities in order to solve problems characteristic of the higher education system in the training of engineering and scientific personnel. It also outlines the ways of coordinating INTC and universities in training human resources, developing new scientific directions in universities, and restoring the practical potential of university science.
