Abstract

The purpose of the study is to develop and practically test a new effective tool to assess the resilience of regions and federal districts to the negative impact of sanctions from “unfriendly” countries, as well as to substantiate measures to improve the economic security of regional economies. The methods of analysis and synthesis, the method of systematization, economic analysis, statistical method of calculating integral indicators, and a systematic approach were used in the study. The author's methodology is proposed for calculating the integral weighted average indicator of the “resilience” of Russian regions and federal districts to the sanctions pressure from “unfriendly” countries as a tool for assessing the risks of economic security of territories. This has allowed to form a rating of federal districts and subjects of the Russian Federation. The key areas of countermeasures for leveling the negative impact from sanctions restrictions have been identified. The proposed methodology for assessing the “resilience” of federal districts and subjects of the Russian Federation to the sanctions made it possible to form proposals on the need to provide regional leaders and state bodies of the Russian Federation with the possibility of full control over the transfer of export-import supplies to “friendly” countries and to ensure a systematic increase in the share of CIS countries and BRICS countries in the regional foreign trade turnover. This will help develop the potential and increase the import and export supplies with the CIS and BRICS countries.
