INSTITUTIONAL MECHANISM FOR SUPPORTING SMALL- AND MEDIUM-SIZED BUSINESSES IN CORPORATE PROCUREMENT OF THE RUSSIAN FEDERATION

Abstract

The article describes the institutional support (norms, procedures, rules) of participation and support mechanisms for small- and medium-sized businesses in the field of corporate procurement of the Russian Federation. The structure of the methods for providing preferences to SMBs from the institutional theory perspective is explained, and the institutional regulations and the rules of interaction between institutional sectors of large business, SMBs and the state are systematized within the framework of the access, mutual requirements and obligations, conditions for including small- and medium-sized businesses in the procurement of companies with public ownership. The assessment of the scale of participation of small- and medium-sized businesses in the procurement of major corporate clients connected with the public sector to solve the socio-economic problems of the national economy is given. The results of monitoring the adopted institutional decisions in the context of the best international practices are examined with refard to the subject of co-optation of small- and medium-sized businesses into the system of state and corporate procurements.
