ROAD TRANSPORT: THE TRANSITION FROM STANDARDIZING FUEL CONSUMPTION TO ACCOUNTING FOR GREENHOUSE GAS EMISSIONS

Abstract

The current standards of fuel consumption and emissions of harmful substances from automobile transport are examined. The analysis showed the transition from the fuel consumption rationing to the greenhouse gas emissions rationing in the world. The conclusion is drawn on the need to harmonize the legislation of the Russian Federation and the European Union for organizing the accounting for carbon dioxide emissions and fuel consumption with consideration to climatic conditions and operating characteristics.
