Abstract

The article studies economic and legal aspects of the status of municipal districts and rural settlements, united by the authors in the generic term of rural type municipalities. The authors specify the concept of legal status in relation to municipality and emphasize its public and law nature. The authors note the fact that combination of private and public law elements in the legal status of municipality determines its functioning both as a regulator of economic relations in the territory and as a full-fledged subject of these relations. The article analyzes interrelation between economic and legal components of the municipality status that manifests in scales of municipality’s activities, which depend on the number of local economic issues and the volume of civil legal capacity provided in the legislative regulation. The authors detail economic and legal aspects of the municipal district and rural settlement’s status, having concluded that the specificities of their economic and legal status are connected with the influence of peculiarities of rural economy functioning on formation of economic basis of local government.
