IMPROVEMENT OF THE CUSTOMS INFRASTRUCTURE AS A FACTOR OF DEVELOPMENT OF BORDER TERRITORIES OF THE RUSSIAN FEDERATION

Abstract

The article is devoted to analysis of the main characteristics of the border territories of the Russian
Federation in modern conditions (long mileage, complexity of use of the transit communications, economic
backwardness of territories and weak customs infrastructure). The article emphasizes the role of the
infrastructure in socio-economic development of the border region, identifies its types (production, ICT,
transport, social). It analyzes the positive effects of the border space (the extension of cross-border trade and
employment, GRP growth, the increase of tax base, reduction of transaction costs for foreign investors, etc.). It 

is noted that the global processes of globalization have led to negative processes of development of border areas,
which requires the solution of problems of modernization of the infrastructure (building of arterial roads within
cross-border communications, development of customs and logistic infrastructure, improvement of
informatization and informatization of transparency of the activities of customs authorities, etc.). The article
proposes the targeted approach to the management of customs infrastructure with regular monitoring of customs
infrastructure as the main element of it on the basis of the target indicators recommended by the authors.
