PROVISION OF INNOVATIVE SAFETY IN THE CONTEXT OF NIS DEVELOPMENT

Abstract

The article considers main approaches to the definition of “innovative safety”. Their analysis enabled
the authors to propose a definition of innovative safety in the context of development of a national innovation
system. The authors distinguish two complementary subsystems of innovative safety, such as a subsystem
of objects of innovative security and a serving subsystem, their elements, basic functions and factors that
have an adverse impact on the provision of innovative safety. The external factors, which have a negative
impact, may include scientific, technical and technological backwardness and dependence on foreign countries
in various economic sectors that have a strategic importance for the development of Russia. The internal
factors include the lack of a unified innovation state policy; lack of government protection of specific technology
and research; failure to introduce advanced technology because of a lack of favorable economic and
legal conditions; low level of transfer and commercialization of domestic technology; inability to use the national
intellectual potential to the full, drain of intellectual capital abroad, and as a consequence, loss of
scientific and technological secrets; lack of conditions for the use of innovative technologies in the production.
The combination of these factors, having a negative impact on the development of internal and external
environment, can destabilize the situation and create a number of real threats to the national security. In the
context of the proposed by the authors definition of innovative security main internal and external threats to
the security of innovation are identified and complemented; directions of the state innovation policy as a
main instrument for ensuring security in the context of the national innovation system are formulated.
