ENERGY-INFORMATION INTERACTION OF TOWN-PLANNING AND ECOLOGICAL SYSTEMS: ECONOMIC AND MATHEMATICAL MODEL
Abstract
The author analyzes the situation of ecological and construction risk from system positions. The implementation
of strategies for architectural development of settlements generates diverse production activities
of people. The most important parameter of constructed (reconstructed or exploited) at the same time
man-made structures is their structural safety as the property of trouble-free operation during the project period.
The absolute safety of architectural systems is unachievable in principle. Therefore, construction, reconstruction
and operation always involve numerous risks. In order to achieve an acceptable for the society
level of risks a whole range of preventive measures is taken, and the parameters of industrial processes are
regulated, all with associated costs.
The author has come to a conclusion that when planning and realizing natural and harmonized town
planning activities it’s necessary and sufficiently in a special way together with the risk parameters of built,
exploited and renovated buildings and structures to monitor parameters of the state of the ecosystem-donor
elements. In this case it’s possible to assess the extent of actual controllability of territories in urban settlements
in the projection of a main strategic aim of urban development in the context of the risk situation, described
above - to ensure the survival of people in the territories of urban settlements on the basis of an
equal relationship with the natural environment.
The issue of normalization of ecological construction negentropy will be considered by the author in
subsequent publications, as it requires special attention.
