PECULIARITIES OF TRANSFORMATION OF PROPERTY RELATIONS IN RUSSIA

Abstract

On the basis of transformation of the modern Russian economy, basic properties of which are cyclic
pattern, cumulative feature, nonlinearity and evolutionary, the relations of property transformation are analyzed.
The relation of property transformation in the social production is manifested in the existence of such a
young institute of property for the post-Soviet economy, as intellectual property. Thus, our political economy
is moving from a traditional property approach to intellectual ownership relations. One of the main reasons
for this shift lies in the transformation of the structure of productive forces of the Russian industry at the turn
of the nineties of the XX and early XXI cc. If in the nineties of the XX c. a tangible pattern prevailed in the
structure of productive forces, in the first decade of the XXI c. there are elements of high-tech. In addition,
the author investigates the main reason of the phenomenon of ineffective owner in the nineties of the XX c. in
Russia, which consists in unpreparedness of a new capitalist owner for management of high-tech facilities in
the industry of the former state property of the RSFSR. Based on the calculation of standard deviation - σ, attitude
towards privatization among the groups according to education, occupation and age is figured out. Under
the privatization in the sense of political economy the relationship between owners regarding the alienation
of federal and municipal (local) property in favor of private property is meant. The importance of joint
public private partnership for education in Russia as a condition for realization of property transformation is
proved.
