ROADMAP IS AN INSTRUMENT FOR MAKING STRATEGIC DECISIONS

Abstract

The article is devoted to a comparative assessment of the developed scenarios and the projected road maps of national and regional business initiatives. The main types of scenarios and scenario techniques, including the approach used when forming scenarios, which received the name «scenario cross» are considered.
The model of creation of scenarios consists of a selection of two indeterminations which are studied in various combinations, which helps to develop four various scenarios. Scenarios can be formed for the separate company, city, region, and national economy in general. Along with scenario planning as strategic reference points of development of the studied object (including economic systems of various levels of management) drawing up of a road map is studied. The road map is urged to connect the concept of development of concrete object to the strategic analysis and its projected future. The scope of road maps, their elements and evelopment stages of the strategic actions making the maintenance of a road map is defined. The project of a road map «Creation of favorable conditions for business climate and development of competitiveness in the industry of tourism» is submitted. The offered project of a road map includes the balanced card of the purposes, the list of strategic actions, allocation of control points of the project and points of adoption of main administrative decisions, summing up and definition of productive indicators (for example, change of a share of paid tourist services in a gross regional product, a gain of volume of paid tourist services per tourist). Chelyabinsk
region with its unique tourist resources is chosen to be a pilot project. The projected road map
should be perceived not only as a regional business initiative, but also as the concept of development of tourist
destination in future.
