Abstract

The article deals with training of specialists majoring in innovative economy for the implementation of a state strategy for building the information society. The information and communication technologies (ICT) now occupy a central position in the innovative development of key areas of the public life. Therefore, ICT competence is an essential condition for social and economic development of Russia, based on the use of ICT. The conducted studies have shown that the requirement for a high ICT competence of managers in different areas (business, industrial enterprises, banks, government agencies, etc.) in all regions of Russia comprises 75 to 90%. The authors have conducted survey research among managers in enterprises of different sizes and fields of activity: metallurgy, electric power engineering, mechanical engineering, small and mid-sized business, construction, etc. According to the results more than 90% of respondents want to increase their computer literacy considering the existing ICT competence as inadequate, since on the average 82% of their working time involves the use of modern information and communication technologies in order to achieve the optimum efficiency
and further career growth. State problems solution requires the increase of innovative information
support as a part of human capital, among the components of which ICT competence of professionals plays an important role. For effective control of the formation of ICT competencies the authors propose a system approach involving information educational environments. The results of the analysis on the efficiency of implementation of this approach at the South Ural State University are given.
