ADVANCED ASSESSMENT OF QUALIFICATION OF PARTICIPANTS OF THE INNOVATION PROCESS USING COMPETENCY-BASED DYNAMIC APPROACH

Abstract

This paper applies a competency-based approach to review the method of assessment during performance appraisal of employees involved in the corporate process of innovations. The author states basic principles for the qualification assessment process. It has been pronounced that employee's scores for a reporting period form the key factor of the performance appraisal system. The case study of machine operators employed for the innovative products manufacture is used to develop 17 performance indicators grouped to form three formats of expertise. The performance rate averaged through exponential smoothing is assumed as the workforce productivity indicator. Depending on the qualification assessment objectives, it is recommended to use either the forecasted performance rate or averaged (smoothed) actual value of the indicator. The practical relevance of the developed methodological approach to qualification assessment of participants of the innovation process lies in the fact that the use of the forecasted comprehensive performance appraisal will incentify employees of the innovation sector, improve performance and personnel appointments, enhance labor efficiency and competitiveness of innovative products.
